Vietnam to expand social housing

Vietnam is set to develop over nearly 1 million social housing units nationwide between 2026 and 2030, including 158,723 units in 2026 alone, under targets assigned by the Prime Minister, Vietnam News reports.

Hanoi alone must develop nearly 88,700 social housing units, more than double its earlier plan, under thr revised government program aimed at speeding up nationwide affordable housing delivery.

The programme forms part of a Government-approved scheme to build at least one million social housing apartments for low-income earners and workers in industrial parks during the 2021–2030 period. The Ministry of Construction said 2025 marked a clear step forward, with more than 103,000 units completed nationwide, exceeding the annual plan by 3%.

As of now, 698 social housing projects are under implementation nationwide, with a combined scale of 657,441 units. Projects that have been completed, are under construction or have received investment approval account for around 62 per cent of the overall target to be achieved by 2030.

Major urban centres led progress in 2025. Hanoi completed 5,158 units, exceeding its target by 10 per cent, while Ho Chi Minh City met its assigned quota. Hai Phong and Bac Ninh also recorded strong overperformance. However, several localities, mainly in mountainous areas, the Central Highlands and the Mekong Delta, fell short, reflecting differences in land availability, financing and implementation capacity.

Vietnam Real Estate Association Chairman and former Vice Chairman of the Hanoi People’s Committee Nguyen Van Khoi, has pointed out that social housing is a major concern for the country. “It is also important to soon establish a National Housing Fund, primarily for social rental housing, with authorities allocating land and creating clean sites,” he told Hanoi Times.

“At the same time, there should be practical support mechanisms for homebuyers, such as preferential interest rates, longer repayment periods and eased lending conditions, which can help reduce effective purchase prices. Implementing these solutions will help achieve more balanced development across housing segments.”

Eligibility for social housing in Vietnam is based on income, housing status and residency, with applicants typically required to earn below local income caps and not already own residential property.
