Vietnam has set a target of achieving average GDP growth of around 10% a year during 2026–2030, Hanoi Times reports, citing remarks at the 14th National Party Congress by Party General Secretary To Lam.

The target reflects Vietnam’s ambition to enter a new phase of development driven by higher productivity, innovation and deeper economic restructuring. To Lam said the goal would require strong coordination across the political system, alongside more decisive reforms and effective policy execution.

“Vietnam will pursue a new growth model centered on the knowledge economy, the digital economy, the green economy and the circular economy,” To Lam said.

The growth objective is well above Vietnam’s current trajectory. The government is aiming for economic expansion of around 6–6.5% in 2025, meaning the next five-year plan would require a significant step-up in performance. While ambitious, the leadership signalled that the target is achievable if reforms accelerate and key growth drivers align.

Priorities highlighted include speeding up public investment, improving the business environment, boosting science and technology, and developing human capital. Stronger governance and administrative efficiency were also cited as essential to sustaining higher growth.

To Lam said it was crucial for the Party to act responsibly and demonstrate aspiration in order to maintain public trust, adding that the 10% target is expected to shape economic policy discussions ahead of the next Party Congress.
